Update from BSD Facilities (10/30/19)

Dear West TV Community,

I wanted to make you aware of two items on the new roof that will not be complete by the start of school on November 4, 2019.  These items do not impact the integrity or safety of the new roof.

The first item is the replacement of 20 existing skylights.  The replacement skylights are on order and expected to arrive in mid-November 2019.  After the contractor receives the skylights they will schedule replacement to occur on a weekend with clear weather.  The skylights will be a 1-for-1 replacement and this is done by removing the existing screws, replacing the old skylights with new, and then bolting down with new screws.  The new roof membrane will not be modified or damaged in any way during the installation of the new skylights.  The new roof membrane around all existing skylights passed the flood test on October 27, 2019.  Below is a photo of a typical existing skylight.

The second item is the installation of an internal building roof ladder in a custodial closet.  The ladder is also expected to arrive by mid-November and the work will occur on a weekend.  The roof hatch associated with new ladder is completed and this work only involves installing the ladder inside the building.

Later this evening I anticipate receiving the air sample lab results for classrooms that showed slightly elevated mold levels during investigation.  As we discussed at the forum last week, the school passed final air clearance and was cleared by the Industrial Hygienist for safe return and use.  We will post the lab results to the webpage as soon as we get them from the Industrial Hygienist.

Important Update from BSD Facilities (10/21/19)

Dear West TV Community,

Progress continues to be made on the roof and interior remediation and we are on schedule for the first day at West TV on November 4, 2019. The Industrial Hygienist has sent us initial clearance information and we have posted that information on this webpage. The final written report will be made available on the webpage as soon as we receive it. 

Several parents have inquired about the April 2019 seismic assessment report, the seismic work completed under the current roof project, and the District’s plans for seismic improvements at West TV.  If you are interested in hearing more information please join Aaron Boyle, Administrator for Facilities Development, the Industrial Hygienist, and me at 4:30 p.m. this Thursday, October 24, 2019 in the ACMA Library (first floor). If you are unable to attend, we will be posting a link to an audio recording of the meeting on the webpage by Monday morning.

Servpro of Gresham has been working diligently to conduct water damage restoration and microbial remediation at the West Tualatin View Elementary School, in those areas throughout the building where water and or fungal damage building materials were identified. Over the past month as these areas are remediated and completed by Servpro, TRC conducted remediation oversight and post remediation microbial clearances. We have made good progress and have provided microbial visual and air clearances for many rooms/areas thus far. Specifically, we have provided visual and air clearances in the following areas:

Servpro has currently completed A118, A120 and the Music Room, and are currently or planning to finish work in the Technology Room, Gymnasium, Stage and Boiler Room. Today, TRC conducted the clearance assessments in A118, A120, Music Room and the Main Corridor and A Hallways, and expects those results by the end of the day tomorrow. We will let you know the results for the remaining rooms/area within the main building as they are received. As far as the contents in these rooms/areas, many were initially cleaned in order to allow the teachers to take them off‐site to the temporary school location. Please note that the contents were initially cleaned were cleaned due to the timing and need for removal, which happened before we had the initial air sampling results. Although those initial results did have a few elevated fungal spore counts, they were not elevated enough to suggest the need for content cleaning. Therefore, TRC did not recommend any further cleaning of the contents that remained onsite. The contents that remained were successfully removed from the work areas and kept in a clean environment until they could be brought back into their respective area after all work was complete and the new finished materials installed.

Additionally, TRC performed a microbial assessment in the Modular building, which also included a visual assessment and microbial air sampling. To recap, TRC performed a visual assessment in the entry vestibule, the girls and boys restrooms, M100, M102, M104, M106, M108, the commons, custodial 3, and custodial 4. The results of that assessment found a few water stained, dry, drop in ceiling tiles without visible fungal impact. The water stained ceiling tiles were found in the commons, M100, M102, M104. M106 and M108. Microbial air sampling was conducted in the entry vestibule, both restrooms, M100, M102, M104, M106, M108 and in the commons.  The microbial air sampling results did not indicate elevated fungal spore levels indoors in any of the locations sampled. Therefore, our recommendation for this building is simply to remove the water stained ceiling tiles and replace them with new clean ceiling tiles.

Important Update from BSD Facilities (10/15/19)

Dear West TV Community, 

The District is making arrangements to return our students, teachers, and staff to West TV with the first day back on Monday, November 4, 2019.  In preparation for the return, we wanted to give you an update on the progress of the roof project, interior remediation, and the plans for the move back.

The roofers completed installing 100% of the membrane, which is the top white layer you currently see on the roof if you drive by the school.  The membrane is the last layer that sits on top of a fiberglass barrier, insulation, and then fire-rated decking.  The roofers need some more time to complete the flashing detail and gutters and we expect this work to be complete by October 25, 2019.  To ensure the roof is 100% water tight, the roofers will perform a flood test and then an infrared scan and ensure everything inside the school is dry.  We experienced a heavy rain downpour on October 8, 2019 and the roof held up to the wind and water – which is a good test in advance of the flood test.      

The interior remediation is ongoing and needed to ensure all rooms are safe, clean, and ready for return.  The District hired an environmental and health consultant to thoroughly develop plans for microbial removal.  Due to the age of the school, several walls have asbestos containing materials and had to be removed in order to perform microbial remediation.  The walls removed were done under surveillance and proper containment to ensure all disturbed asbestos was contained and properly disposed.  As rooms are cleaned of microbial elements, the rooms are visually inspected and the air is sampled to ensure the rooms are safe and clean.  All visual and air sampling results are cleared by the consultant's Industrial Hygienist.  All interior microbial remediation is scheduled to be complete by Sunday, October 27, 2019.  Copies of the Industrial Hygienist’s final clearance reports will be available at the West TV front office as soon as the District receives the reports.  

Parents have inquired about the recent Seismic Assessment report and the District’s plan of action to address the recommendations in that report.  The Seismic Assessment report was published in Spring 2019 and Volume 1 is currently available on the District website.  We are in the process of uploading Volumes 2 and 3 to the website.  Using the April 2019 report, the District is developing and prioritizing seismic upgrade projects for the next Capital Improvement Bond.  There is no change to the District's recommendations on earthquake preparedness and following the instructions for "Drop, Cover, and Hold On." 

We will move books and materials from Timberland Middle School to West TV beginning on Tuesday, October 29, 2019.  The final move of books and materials will take place on Thursday, October 31, 2019 so that teachers and staff can set up their classrooms at West TV on Friday, November 1, 2019, in preparation for school starting at West TV on Monday, November 4, 2019. 

If there is any delay in the interior remediation, the move back plans will be rescheduled and coordinated with West TV teachers and staff ASAP and then communicated to you.

Important Update from Principal Valentine (9/22/19)

Dear West TV families,

I hope you will be able to attend our Open House at Timberland School tomorrow, Monday evening, September 23rd. The school will be open 5:30-6:30 p.m.  You will be able to take a self-guided tour (maps will be handed out at the door and West TV classrooms will be highlighted) or you may have a guided tour with a West TV staff member - tours will start at 5:30 p.m. and 6:00 p.m. - for a guided tour please go to the cafeteria at either of these times.

Timberland School is located at 650 NW 118th Ave, Portland, OR  97229​, near the Market of Choice off of Barnes Road.

Parking at the school is limited​, ​we highly recommend car pooling to accommodate all.  

At Timberland there are two hallways on the 1st floor and two hallways on the 2nd floor.  West TV classrooms will be mostly in one hallway on the 2nd floor (all classes in grades K, 1, 2, 3, and 5).  This hallway has a set of student restrooms that have been dedicated to only West TV students.  Both 4th grade classrooms will be side by side on the 1st floor and the SCC classroom will also be on the 1st floor.  Each West TV classroom teacher (K-5 and SCC) has a classroom - and they are all beautiful classrooms.  Timberland was built only four years ago and it's a truly beautiful school.

Our students will have the same Specials classes they have at West TV (Music, PE, Library and Technology) taught by our Specials teachers.  Students will have lunch with only West TV students (ACMA students have lunch at other times).  There is not a play structure on the playground at Timberland; however, there is a large grassy area for students to run and play. It also a very large covered play area with six basketball hoops.  We have purchased additional equipment for students to play with during recess so they will have plenty of options.  

The West TV main office phone number has been transferred to Timberland. The staff phone numbers have also been transferred. Our West TV secretary, Mrs. Boos, will be at the reception desk with ACMA's two secretaries.  Mrs. Martin​, Principal's Secretary, will ​be located in an office​, accessible from the main hallway around the corner from the reception desk.

​Our counselor​ Mrs. Daniel-Hoffman and I will share an office in the Counselor's Office​ near the main entrance of the school.

The ACMA staff have been very welcoming and we have had an incredible amount of support from staff throughout the district to help make this transition as smooth as possible for teachers and students.  

We are excited to have the Fun Run at Timberland on Tuesday, October 1st.  Our PTC has purchased Fun Run t-shirts for every student and they will be sent home with your student on Monday, September 30th - they should wear them to school on Tuesday, October 1st. ​(Please note this is a change from the original scheduled date.)

We are looking forward to reuniting with our students on Tuesday!

Important Update from Principal Valentine (9/20/19)

Dear West TV families,

Good evening. ​We know the last few days have been challenging for families and certainly posed some difficulties with the cancelation of school days. These days have been used by our teachers to pack up their classrooms at West TV and reset classrooms at Timberland to prepare for our students on Tuesday morning. 

Open House

​We are pleased to share that there will be an Open House at the Timberland School on Monday, September 23rd.  This will be an opportunity for your family to come tour the school and see the classrooms that West TV students will be using.  The Open House will be from 5:30-6:30pm.  If you would like a staff member to take you on a guided tour, please come to the cafeteria at either 5:30 p.m. or at 6:00 p.m.  Otherwise, you are free to take a self-guided tour (maps will be handed out at the front door).  

Our West TV​ school schedule will be the same at Timberland (8:00 a.m. - 2:35 p.m.). ​​

Breakfast

Breakfast will be available before school at the same time 7:40 a.m. to 8:00 a.m. in the Timberland cafeteria. If students arrive and do not want to eat breakfast, they will go to the gym and wait for their teachers to pick them up (just like we do at West TV). We are needing to adjust our standard lunch times as we have needed to coordinate schedules with ACMA.  The schedule is being developed now and I will let you know what it will be as soon as it's ready.

Morning Arrival Procedure

All ACMA students will be in class when West TV students begin arriving at 7:40 a.m. YMCA child care will be in the Timberland gym

Students will be escorted by their parent to the gym.  Parents will park behind the school in the east parking lot and walk up the ramp to the gym.

Morning bus information

Students arriving by regular bus (#138, #139 or #128) or by shuttle bus (walkers) will enter the school in the cafeteria and go to the gym.  Students will be greeted by West TV staff upon arrival and be directed to the cafeteria or gym by West TV staff where they will be supervised​by West TV staff. Students will remain in the gym until 8:00 when teachers come to take them to class.  

Students arriving by special ed bus will be dropped off in the front of the school (the special ed staff will meet them and walk them into the school).

Walkers

There will be 2 shuttle buses picking up students that are walkers at West TV at 7:35 a.m.  Students that are walkers who arrive later than 7:35 a.m. will not be transported to Timberland. There will be West TV staff supervising students that ride the shuttles.  The staff will arrive to supervise at 7:25 a.m.

Car Drop Off at Timberland: Drop off between 7:40-8:00 a.m.

Students that are dropped off in the car drop off lane at Timberland will enter the school through the main doors and be directed to the cafeteria or gym by West TV staff.  They will be supervised in the cafeteria or gym by West TV staff. Students will remain in the gym until 8:00 when teachers come to take them to class.  

Drop off at West TV: Drop off between 7:25-7:35 a.m.

Students that are dropped off in the car drop off lane at West TV will be supervised by West TV staff and will be transported to Timberland by shuttle bus at 7:35 a.m.  Students that arrive later than 7:35am will not be transported to Timberland.  The staff will arrive to greet students in the car drop off lane at 7:25 a.m.

Afternoon Dismissal Procedure

ACMA students are dismissed at 2:05 p.m. - West TV students are dismissed at 2:35 p.m.

YMCA Child Care will be in the gym

Students in YMCA child care after school will be escorted out of the school by West TV staff and directed to the gym where they will be met by YMCA staff.

THRIVE and other Child Care Vans

Students will be escorted out of the building by West TV staff. They will wait in the car pick up lane and be supervised by West TV staff.

afternoon Bus information

Students leaving Timberland by regular bus (#138, #139 or #128) or by West TV shuttle bus will be escorted out of the school by West TV staff and taken to their bus.  

Students leaving by special ed bus will be escorted by the special ed staff out of the school to their bus.

Car pick up at Timberland: pick up at 2:35 p.m.

Students that are picked up by car in the car pick up lane at West TV will arrive there by shuttle bus from Timberland. They will be escorted out of Timberland and to the shuttle bus by West TV staff. They will be supervised by West TV staff at West TV upon arrival.

IMPORTANT: If your child's departure procedure changes during the day, please call the office at (503) 356-2510 (we will have the same phone number at Timberland) by no later than 2:00 p.m. so the information can be properly communicated to all staff.

FUN RUN

The Fun Run has date has been changed to Tuesday, October 1st - there is a walking path at Timberland for students to walk/run and it will happen rain or shine.

Statement of facts regarding water intrusion at West TV (9/20/19)

West TV Families,

We wanted to share with you some factual information about the situation at West TV Elementary School, the reroofing project, and our decision to temporarily relocate staff and students through October.

The roofing project began in early August. Roofing contractors typically work through October. Unfortunately, this September has been the wettest on record in several years. Multiple unexpected, storms brought wind and heavier-than-average precipitation. These storms led to water intrusion issues at West TV Elementary School.

We take the health and safety of our students and staff very seriously, and are working closely with environmental health and safety consultants. We ordered testing to ensure the air quality in the building had not been compromised. Before we even received the results of those tests however, we made the decision, to temporarily relocate West TV staff and students, as the learning environment was being disrupted. It would be further disrupted when the contractor worked to remediate the water intrusion issues and finish the roofing project.

On Thursday evening, we received the results of the September 18th microbial particulate air sampling, which indicated five areas of slightly elevated fungal growth and/or water impact. The industrial hygienist providing the report stated, “These results tell us that although we have wet, water damage and some fungal damage in these rooms/areas, it doesn’t indicate that it has caused a significant indoor air quality issue.”

There have been some questions about asbestos. Asbestos is in all old buildings, and does not pose a health risk, unless it is disturbed. If the contractor needs to remediate water damage and disturb the asbestos, abatement will be necessary. The district will follow all guidelines set forth by the Oregon Department of Environmental Quality.

We understand the inconvenience this temporary relocation has caused to staff, students and families. We recognize the past three weeks have been challenging for West TV staff and students. We appreciate their flexibility and patience. The decision to move an entire elementary school in less than a week was not easy. We believe that this is what is best for the well-being of staff and students.

Initial Communication about Temporary Relocation (9/19/19)

Due to ongoing water intrusion issues, West TV staff and students will be relocating temporarily to the new middle school at 650 NW 118th located in the Timberland community, beginning Tuesday, September 24 through Friday, November 1, 2019. 

Keeping the building closed through October will allow the district and the contractor time to thoroughly complete the roofing project and address the water intrusion issues before staff and students return.

We regret the inconvenience families may experience due to this relocation, but it is for the well-being of students and staff, and to minimize further disruptions to teaching and learning.

We will continue to provide you with regular updates on our progress. Thank you for your understanding and support.

Transportation Information

A webpage has been created specifically for West TV families to look up their student’s bus stops with the revised pick up and drop off times.

For students who are not eligible for transportation and normally walk, shuttle buses will depart from West TV at 7:35 in the morning and drop students off at 2:50 in the afternoon. This information will also be available on the Transportation webpage.
